To all ECEs,
During the recently concluded 3rd National ECE conference, there was a discussion of the highlights of the proposed amendments to the ECE law RA 5734 by Engr. Joel J. Marciano a past president of IECEP. The main concern was the proposal to change "Electronics and Communications Engineer" to "Electronics Engineer", for the following reasons:
1. Other countries don't recognize ECE, well most of them only have Electrical Engineers.
2. It follows that when Filipinos go to other countries they end up as technicians and not engineers.
3. Electronics Engineer cover all other subroot disciplines, like communication, network and the like.
4. There has been cases that some colleges/institutes offer Broadcast Engineering, Aeronotics Engineering which they would like to avoid, and have only ONE course for all areas of discipline.
5. They want Filipinos to be eligible to be an APEC/ASEAN Engineer, which have requirements to be enumerated later on.
6. Some Filipinos still haven't heard about ECE and say, "Ano yon?"
In order to differentiate Electronics Engr from Electrical Engr (EE), they proposed to use EcE. In addition they will form two categories namely, Electronics Engineer and Professional Electronics Engineer. The difference would be that a Professional Engineer is eligible for "Independent Work", meaning, he/she is entitled to offer consultation, sign/approve designs, and similar task. Who is entitled to be a Professional Electronics Engineer?
Here are the requirements:
1. Seven (7) Years of Work Experience as an ECE/EcE Two (2) Years of which must be in "Responsible Charge" of significant Engineering Work, meaning designing, implementation, overseeing projects and the like.
2. Undergo "Competency", whereby standards are to be defined by the Board of Electronics Engineer. (like you've heard this before).
3. Must Submit him/herself to an "Oral Interview" to the Board of Electronics Engineer.
4. Required to have "Continuing Professional Development (CPD)" about 50-80 CPD units are required.
5. Must be of "Good Standing" member of IECEP.
They have this requirements, so that Professional Electronic Engineers are Qualified to be and APEC/ASEAN Engr. Their main goal is for Filipino EcEs to be treated equal or atleast better than where we are today. For ECEs currently qualified they only have to apply and present supporting documents and be subjected to the board for approval. The following are the steps in order to be an APEC/ASEAN engr.
1. Applicant submits application to IECEP (APO)
2. Submitted to the NMC Secretariat
3. Subjected to the Verification of CHED/PRC/PTC regarding units taken
4. Subjected to an Interview with the Panel of Experts, dependent on the field of expertise of the Applicant
5. Subjected to the Approval and Recommendation
6. Submitted to the NMC Secretariat for Final Approval
The Bill has passed the Committees on Civil Services and the Committee on Appropriations and will go to the next level by January 2003.
Several questions were addressed:
1. (Engineer) Is there something in the proposition regarding the improvement of LOCAL situations so that Professionals would stay and work here in the Philippines?
(Speaker) Sorry, there aren't any in the proposition. Mainly because we believe that Filipinos always go back to their roots after having earned enough outside the country, from my experience 100% came back to the Philippines and worked.
2. (Student) Wouldn't it be hard for new Engrs to find work because Companies might require Professional Engrs instead?
(Speaker) I don't believe that will be the case, we do not require all EcEs to apply for professional liscense.
Other discussion during the Conference dealt with papers/projects, however the time given for each presentation was very limited, not enough to give a comprehensive/explanatory discussion. topics were on robotics, dsp (digital signal processing), artificial intelligence, etc.
